North Korea Takes Its Nuclear Missile Threat to Sea

North Korea pushed its nuclear arsenal out to sea on Sept. 6, 2026, commissioning a second 5,000-ton destroyer that leader Kim Jong Un called part of the state's nuclear response system, Reuters reported.

The move matters because spreading nuclear missiles across ships and submarines makes an arsenal far harder to find and destroy in a single strike.

At the commissioning in the eastern port of Wonsan, Kim called the new warship, the Kang Kon, "essentially an offensive destroyer," Yonhap reported.

Kim said the ship could deliver "annihilating retaliatory strikes," though state media did not say whether it would carry nuclear weapons, Reuters reported.

Kim urged the country to build its navy into a nuclear-armed force capable of deterrence and defense at sea, Yonhap reported.

North Korea's nuclear forces have long centered on land-based missiles, but Kim has declared the navy's era as a mainly coastal-defense force over, a July analysis by 38 North noted.

The Choe Hyon-class destroyers now fold surface ships into a force once built almost entirely around missiles fired from land.

That threat already reaches offshore: during March 2026 sea trials, the first destroyer, Choe Hyon, fired 11 nuclear-capable cruise missiles in two rounds, a 38 North report found.

The change lies less in the number of missiles a destroyer holds than in where those missiles can launch from.

Those Hwasal-class weapons, land-attack cruise missiles with an estimated range of 1,500 to 2,000 kilometers, let a moving ship strike from angles a fixed launch pad cannot, the report said.

Scattering launch points that way raises survivability, the odds that enough of a nuclear force outlives a first strike to answer it.

The tests fit a wider plan the same analysis described, one that moves the navy from guarding the coast toward carrying nuclear deterrence far out to sea.

The Kang Kon joins the East Sea Fleet less than three months after its sister ship, the Choe Hyon, entered service in the west, giving Pyongyang nuclear-capable warships on both coasts, Yonhap reported.

That analysis also tied the buildup to North Korea's pressure on the Northern Limit Line, the disputed western sea border, through steady patrols rather than open battle.

North Korea test-fired strategic cruise missiles from the destroyer into the East Sea in July 2026 as Kim watched, then ordered the ship into service within two months, the agency reported.

Kim vowed to keep building, promising new naval bases on the east coast, additional classes of warships, and another stage of the buildup within eight months, Reutersreported.

Pyongyang unveiled plans in early 2026 to build warships heavier than 5,000 tons, including 10,000-ton-class vessels, over the next five years, the agency reported.

The Kang Kon reached service only after it partially capsized at its first launch attempt in May 2025, then went through months of repairs, sea trials, and weapons testing, Reuters reported.

The Beyond Parallel project at the Center for Strategic and International Studies calls the ships an emerging blue-water force, able to operate far from their own coast, not a finished one.

Even a limited force reshapes the defensive math for its rivals.

Even so, the project warns, the destroyers could widen North Korea's missile threat and complicate United States and allied missile defense across the region.

North Korea commissioned the Kang Kon as the United States, South Korea, and Japan opened a trilateral military exercise, the Associated Press reported.
