"The significance of this amendment lies in the fact that it establishes what is believed to be the world's first legal foundation for the medical reuse of discarded fat tissue from living human bodies," she said.
The National Assembly amended the Waste Control Act in June 2026, passing the revision 239 to one with 11 abstentions.
The revision adds human fat tissue alongside the placenta as the only human-derived materials that clinics may recycle rather than burn.
Korea already turns recovered placenta into cosmetics and medicines, and the amendment extends that precedent to fat for the first time.
